Lanes are head-to-head on the 12th Ave N bridge over the railroad tracks. Speeds are reduced to 25 MPH.

SCOPE
In 2008, a two-year bridge project will get underway on 12th Ave. N over the railroad tracks. The entire driving surface on the bridge will be replaced and the bridge will be widened to accommodate four traffic lanes and a pedestrian crossing. Approximately half of the concrete beams will be replaced and the steel beams will be repainted. The first year will include widening the structure and completing about half of the driving surface. The remainder of the driving surface will be replaced in 2009.

The roadway work between I-29 and 10th St. will be completed in 2009. The 12th Ave. N roadway will be reconstructed from I-29 to the railroad bridge and from the railroad bridge to 10th St. The work includes extending the four lane section across the bridge to 18th St.

PURPOSE
The 12th Ave. N bridge over the railroad tracks is currently listed as “structurally deficient”, and this project will remove this bridge from that category. The 2009 roadway project will improve driving conditions on 12th Ave. N, as well as provide greater capacity with the addition of lanes.

FUNDING
The 2008 bridge project is about $11.8 million with $9.4 million federal funds, $1.2 million state funds and $1.2 million local funds. The contractor is Industrial Builders from West Fargo. The estimated cost for the 2009 roadway project is $10.8 million. Approximate split for the roadway project is 72% federal, 9% state, and 19% local.

START
For the bridge project, work that impacts traffic will begin on or after March 24, 2008. Work on the roadway project will begin in April or May 2009.

Stage 1 & 2
  • Temporary lane closures will be in place to remove guardrail and barrier treatments on each end of the bridge.
  • Crews will place the required barrier, fence and traffic control for the Stage 1 configuration, which is head-to-head traffic (one lane in each direction) on the north side of the bridge.
  • Pedestrian access will be maintained across the bridge.
  • Traffic stays in Stage 1 configuration while the south half of the bridge deck is removed and new deck is constructed in Stage 2.

Stage 2B
  • After the south half of the bridge deck and ornamental fence is in place, the required barrier, fence and traffic control devices can be relocated and traffic can be shifted south.
  • Pedestrian access will be maintained across the bridge

    NOTE - Work on the south side of the structure must be completed by November 14, 2008, which includes the traffic control set-up for Stage 2B.

Winter Stage
  • Work that impacts traffic will not be allowed between November 14, 2008 and March 9, 2009.           

Stage 3 & 4
  • In the spring, traffic will be routed to the Stage 3 configuration, which is head-to-head traffic (one lane in each direction) on the south side of the bridge.
  • Traffic stays in Stage 3 configuration while the north half of the bridge deck is removed and new deck is constructed in Stage 4.
  • Pedestrian access will be maintained across the bridge

    NOTE - Work on the north side of the structure must be completed by August 29, 2009.

Stage 4B
  • Stage 4B configuration is head-to-head traffic (one lane in each direction), to allow the construction of the south traffic barrier.
  • April needs more info about this Stage.

    NOTE - All remaining work must be completed by October 31, 2009
